When would I use the IntervalMillis options?

The following Inter Process Communication (IPC) settings are used to control and monitor the system components, to send commands, and how often to monitor and flush the IPC channel:

The values of these settings default to 1000 milliseconds. However, when these values are changed to 500 milliseconds, it would cause the activities to occur twice as often, which may push more transactions through, but may also cause more overhead.

Typically, these values are not to be changed unless required during a debugging activity, as requested by Oracle Support.
